PA incentives are very similar to those in CA , 2k from state and the prorated 7500 from Feds, maybe it really is a training and marketing issue- If I was in PA and someone told me i could get a volt for 25k and spend virtually no money on gas ever, I would jump on it.

Its really the opposite. CA De-Incentivizes water conservation. My water rates are being increased by 20% this year- why?- Because my community reduced its water consumption by 20 %, and the water company isn't making what they had budgeted. . I have been watching the mid aughts 360s for about 3 months. In that time alone, a 15% increase in sale price ans a 20% increase in list.
