Like the others said, my impression is that it's more of a girth thing. Even standard condoms don't completely unroll, so as far as length is concerned there's.. ahem... room for extra. But with girth? Think about wrapping a rubber band around your arm. Sure, it stretches so it "fits" but it's mighty uncomfortable, no?
