Japanese fighting games anyway. Western ones can fare a bit better, but they tend to have a wider audience to begin with (See Mortal Kombat).
And it REALLY doesn’t work in fighting games. Just see Dead or Alive 6 vs. Soul Calibur VI.

I think a big issue with this game is that in all the previous (Bethesda/Obsidian) Fallout games, you go from “random schmuck” to “most important person in this part of the country” over the course of the game.
