That would be as dangerous in Norway, as you are allowed, when coming from behind, to pass (with caution) a bus letting people out .
Excactly, not requirement. Only the law quoted in another comment that says you need to be careful in traffic and act in a way that may not cause harm. In this situation, the truckdriver should be able to stop in case someone jumps out like in this video, but there is no need to stop in any case.

In Norway school-buses and regular buses are the same. In most rural areas the bus route only exists because of the school children.
