It’s more up to the TV channels to actually buy the rights to WRC, something they’re not interested in. Since you don’t have either a driver or an event, they don’t think it will get enough viewers. If WRC+ has enough US subscriptions, it will be an easier sell for the promoter. Pirating won’t give that effect at all.
