Just wanted to mention that sometimes the real problem is the bios. The operating system of a console is as copyrighted as the games. For example you can freely download PSX and PS2 emulators but need to make a bios dump from your console yourself.

Afaik PES never had rights to Bundesliga. The only German teams were the ones playing Champions League that PES has the license to. For the German market it always was a no brainer in favor of Fifa.
