Sony gave up on the Vita because of the PS4’s success. If the PS4 wasn’t so successful, we would be seeing more aggressive marketing for both consoles.
The Vita’s dead in the west (and Sony wants it so) but very much alive elsewhere. The Xbox One is the opposite. Most of the games you see here for the Xbox One are probably either multiplatform to cater to the west, or non-Japanese games.
Meanwhile, PS Vita memory cards still cost an arm and a leg.
One minute in, and there are already more PS Vita games shown than on E3.
The pas two episodes have been pretty boring though, especially episode 14. It was episode 5 overall again, except this time, even more useless. The show would have been exactly the same without it.
Like the others said, it's essentially an extended cut (in preparation for the new season). Each new episode is the length of two of the older episodes. The new scenes are mostly character monologues to have better transitions between episodes. I would recommend watching this one.

So what's the point of Chrome OS again? Why not just use Android?
The thing is, they don't seem to plan on doing anything. All they have planned for the Vita are remote play and PS Now. It feels terrible being an owner of the Vita and knowing even Sony has no confidence in the Vita.
R.I.P. Vita
Sony actually makes $18 per PS4 (though that's probably increased by a tiny bit by now). The loss is probably from advertising and R&D.
