2007 to 2009. Then 2010 was in the suburbs. This is just my perspective and I fully admit I could be wrong. My only point is that it seemed like it took a LOT more shit to get a kid suspended or expelled in the suburbs. 

I will try this again...if you are going to remove the one aspect of serving time that fills up large periods of time for prisoners, you need to have something in place for them.

I have a theory. I am not sure if this could be tested with an actual study, but its just based on my experience. I came to the US as a teenager. I did two years in a Baltimore City School. The thing I learned very quickly was how easy it was to get suspended or expelled.

You better have that replacement in place before you even think about removing prison labor.
