Another commenter in a different thread noted that some places do this to make sure that the parents send the kids to school rather than make them stay home to babysit the younger ones, or to send them out to panhandle/work.

My parents had one of those on their wall for a while. My dad had it rigged up behind a regular picture frame, and it sat with bunch of other photos on the wall.
