The main issue with the Sombra ARG was that it kicked off too early, leading to long periods of nothing concrete being found, lots of dead-end speculation (there was even a song...), and drained people’s anticipation so much that players just wanted it over instead of enjoying the experience.

That’s exactly it. None of the other current tanks provide that manner of disruption and a strong defensive position like Rein does. They all have analogs, but then each of those have obvious holes when compared to the function of Rein’s shield.
