A couple of relatives have eyeliner, brow and lipliner tattoos. Looks ok when they have makeup on, but if they don't (rarely), it looks kind of weird because the rest of the face is bare. They are heavy makeup users, so it works for them. I personally wouldn't because it's basically makeup you can never take off.
