Absolutely, the min weight includes the driver, but the ballast has no location limit, it can be put anywhere. Often under the nose, under the rear keel, or on either side of the undertray, but literally anywhere. 

They were almost there at the end of the year, at least for certain tracks, this could be a 3 way fight all year long.
