There are multiple levels of irony there. One, being the fact that they didn’t really fix the problem.

In terms of the mechanics, the air foil is designed to rise vertically in response to airflow across the leading edge. It is not unreasonable to think that the orientation of the airfoil in a current could have given it “lift” in the water and allowed it to remain suspended partway between the bottom and the surface.
