Basic actions were definitely more troublesome in Plague of Shadows, but there was also a hugely higher ceiling for mastery. My arc with that campaign was at the beginning I felt like it was fiddly, hard in the wrong ways, and no fun. By the end I felt like an invincible hacker bending the game and gravity to my will.
