Here in AZ, our local utility asked for a rate increase last year. The Republican members of the Corporation Commission (our version of the PUC) approved it 3-2 over the two Democrats. Residents got pissed and raised hell. Local Republican state senator arranged a town hall with the utility. Lots of yelling.

Canada here. Nationalize that shit. The power grid should be a public utility. You end up with cheap reliable power.

You are half correct.  Until just very recently, the CPUC was on the side of consumers.  If and when the utilities would approach them for their yearly prices increases, the CPUC would tell them to screw off.  Being publicly traded companies, they reduced costs (maintenance and upgrades) to keep stockholders happy.
