I think Andrea was mostly fucked up by the actress that played her. They definitely messed with her character's story arc enough where it's not all on her, but her portrayal was beyond annoying. I don't see how the first movie stopped making sense. They had to cram a lot of hunting down red skull and taking out hydra stuff into a short amount of time, which was unfortunate but I get why.
