Peer review needs to conduct this where emissions equipment is scheduled, the kids are tested, then after the emissions equipment is installed, test them again.

Except for the kids with rich parents, I haven’t known a single young person since 1976 who could buy a brand new car. You can still buy OK used cars for under $5k.
