Intersecting freeways fit the profile, and the access roads being blocked from egress to the intersecting freeway back up the intersecting freeway in a similar manner in the greater LA metroplex. It’s gridlock on a vast scale if you look at the Google maps during rush hour (which starts before 4pm).

When you get traffic in San Diego, it does not seem to be dramatically different behaviorally. There’s just less of it, and you don’t spend as much time in it on a given trip as in LA.
