How does this solve the problem of not enough water falling out of the sky to feed the farms in the first place? The problem is farms use too much water for the amount of water that falls from the sky during drought years. This is just a resurrection of the old “peripheral canal” idea.

There are plenty of willing suppliers, true. But ramp up, reworking transportation costs, possible international patent issues. It would be extremely disruptive to the global economy, and would have vast grievous unintended consequences.
