You are going about this all wrong, you should be able to move the spring perches back a few inches with little to no trouble. Worst thing you might have to do is lengthen the drive shaft, and maybe the brakes lines. Then everything lines up properly, and everyone is happy.

I made something similar for my kids to play in, but to wash a dog, it seems less than useful, though the upward spraying jets have my attention. My dog washer consists of a shower head, and a pipe thread to hose adapter, it is easy enough to wield, and has a good spray that soaks the coat easily.
