If it's such an uncomfortable atmosphere that jocks dislike the media being in the locker room, they have two simple options: make the media wait, or hand out full-length robes as each jock steps out of the shower. It's lousy reporting at the original source, because there's no specificity of what occurred. Allegations of sexual assault can be interpreted a lot of ways, from rape to drunk sex, to copping a feel.
It makes sense to consider the parents to be partly culpable here, if these allegations are proven true, because these young people weren't supervised. Teens have the bodies of adults but with much less experience and understanding of consequences than adults, so they really do need to be watched at parties.
I doubt you're right, for the simple reason that there not much of a penalty for missing tags, a license, or insurance. I think most people would rather take the small penalty for that, rather than hit and run, because fleeing involves jail time... and it's pretty cowardly to do.
