Come to the table? The ACA passed and was signed into law years ago. There is nothing to compromise on. This isn't how compromise works. When one side loses and throws a temper tantrum because they want a do over that's called acting like a petulant child, not a call to "come to the table" to negotiate.

and (except for that initial scene) there appear to be no security footage taped and reviewed. So many places where the plot seemed to be remarking to the viewer, "hey, isn't this the sort of situation where a building would have a security camera?"

YES! How are they not noticing a missing corpse/cop car? This is a small(ish) town. There are not so many bodies in body bags and police cars that one can slip through unnoticed.
