People are referring to the fact that the RV was playing an audio warning/countdown and telling people to stay away, so it seemed the bomber didn’t intend to kill anyone. Whether a rational person would consider that sufficient to ensure no one got killed is another story.

I think folks’ interpretation of intent comes from the fact that the trailer was loudly broadcasting audio warning people that a bomb was going off, complete with a countdown.
