In my opinion, Gen I and Gen II hit the right balance with the number of Legendaries. Specifically, there is a Legendary Duo (Mew & Mewtwo,) and a Legendary Trio (Articuno, Zapdos and Moltres). Anything more than that in one game is just excessive to me.
