Speed also effect cavitation. A high-speed screw will produce those steam bubbles. Most of our new boats have a classified screw with far more blades. Those screws produce massive amounts of thrust (at very low RPMs), thus allowing them to run at high speeds and escape without much cavitation.
A special screw design on the Ohio, (and i’m sure the Virginia and Seawolf) ensures that they can still maintain relatively high speeds without cavitation. It has four more blades that normal. If you wanna get super pedantic I guess you could be right. The thing is, that term [CIWS] was coined for and by the Phalanx. Any other definition just using their technology and phrasing to copy something else.
They are a tough target. Pantsir and Tor generally protect the long range SAMs while moving, and then also, as you said-when they reach the position. Supposedly they can intercept things like an incoming HARM or Maverick. I kinda doubt that but nevertheless, its a potent package.
