That was a design choice by Bethesda. They made dungeons linear to make them easier to navigate. Ever notice how a majority of skyrim dungeons have an escape exit, usually opened by finding the leaver at the end of the dungeon? They did they to make the game appeal to a wider audience.
Because you had time to step back and realize that the games are great at offering the illusion of an adventure, until you step back and realize that all the enemies respawn in the world and you choices amount to jack shit. The game world would be the same no matter the player character.
