The point is, this is a rule they will enforce when Nazi Fuck Party tries to self-publish on the PS4. If it's a "masterpiece" and the dev is willing to do some paperwork, Sony will work with them.

Limbo was published by Playdead for the PSN. These rules are for "self-published" games. So masterpieces just need to get a publisher. It's really a pretty minor hurdle.
Indie Devs can still make fucked up games on PCs. They don't have some special rights to be on any platform they want.
So don't buy a Sony device. You're such an adult. Get a computer.

It's got gigs of RAM more than a 360 and a ton of cheap-to-free games. I can see a frugal dad buying this for his kids. And then there are a whole class of gadget nerds who buy everything just to see if its cool. You can make a nice wad of loot of those people.
Just a note on boob-terminology. The "neckline" is plunging. The cleavage is the shadow between the breasts. A flat-chested woman can have a plunging neckline and still not show any cleavage.
