The problem is, even if you are refusing their connections on your server, the requests are still being flooded in to your upstream and ISP connections.

I mean, that sucks and there is no reason for it to have happened, but I'm not sold that this is "cruelty" by definition. Unless that was driving rain, the dog is not likely to be getting soaked and if it's anything like every dog I've owned, it likely doesn't particularly dislike being wet.
