Y'know I don't see having a prison next door as a bad thing as it seems race tracks are generally built in undeveloped areas only to have the surrounding land bought up and turned into a bunch of gated communities with half-million dollar plus homes.
I can't speak to what other neighbors would be near this prison, but I am totally fine with having a prison next to a race track. It makes a lot of sense. When so many tracks get shut down by complaining neighbors (who arrive after the track is built), I think there is a huge benefit to having a neighbor like a prison…

Think of the possibilities: prisoners get day passes to be corner workers.
On the plus side, having a prison right there will prevent people from building houses around the track and then filing incessant noise complaints about the track they decided to live next to.
