As a BES admin, that's not a real-world solution. I don't know the exact statistic of how many people use BIS instead of BES for corporate use, but I'd be willing to say it's around 50%. And that's a shit ton of people who aren't getting data services right now.

As much as I hate BES/BESX, I can't say I had any problems with it on Exchange 2010. Granted, it's so forking stupid to have another layer of shit inbetween the device and the server, but it at least works.

Obviously, you haven't used the program. PC Monitor has the full gamut of shutdown commands.... you can even schedule it to respond to event alerts to do it automatically.

PC Monitor is great for someone who is responsible for a small shop of Microsoft servers and products (Exchange, Hyper-V, etc) and is the only person on staff.
