Runs great on my 7970, though it's a fairly high end card. I have had a couple of graphical bugs, but that could be a problem that happens with Nvidia cards as well.
If you have a controller that you can hook up to your PC, then by all means get it on PC. Otherwise, save yourself from the horrors of driving with a keyboard and just pick it up on PS4.

A good amount of polar ice isn't just floating in the ocean, it's sitting on the continent of Antarctica. In other words, you're taking all of that ice that was once on land and shoving it into the ocean (albeit in water form).
I would consider my 7970 3GB to be an enthusiast card, gamers are pretty much the only category of people that would have such a card. You certainly wouldn't find it in your run-of-the-mill desktop.
