They’re not usually the ones driving. In Chicago, drivers have to specially licensed with background checks, etc. It may be different elsewhere.

I definitely feel safer in a medallion taxi and I talk to drivers a lot. There just isn’t enough data from the unlicensed drivers to say whether attacks are more prevalent in one than the other, but anecdotally, it would appear that more women have been attacked by an unlicensed driver than a medallion driver, per

It gets people riled up in an “us versus them”, “good versus evil”, “righteous versus worldly” binary, which has historically activated people to go out and vote. Then you attach that to candidates who enact retrograde economic policies that favor the rich at the expense of everyone else and voila!
