They’re not usually the ones driving. In Chicago, drivers have to specially licensed with background checks, etc. It may be different elsewhere.

It gets people riled up in an “us versus them”, “good versus evil”, “righteous versus worldly” binary, which has historically activated people to go out and vote. Then you attach that to candidates who enact retrograde economic policies that favor the rich at the expense of everyone else and voila!
