Interestingly enough, CA only fully eliminated smoking in bars in 2010. Before that, cities could pass their own ordinances re: bar smoking.

When I was looking into venues, alcohol service laws in my state would have made what you're describing as expensive as an open bar. May as well just go for the whole thing. Beer/wine was much cheaper (different permits).
