This article doesn't specify, but my guess is they are withholding the diploma until the fine is paid. That's how it works at most schools and universities - if you owe money, no diploma until it's paid.

One late pill makes you a mama??? What kind of pills? When I was taking a daily pill, a late pill or two made for a crazy period, but not pregnancy. MISSING pills, like two or more, can cause you to get pregnant.
