I have not played Amnesia but Outlast wasn't very good at all. Aside from one jump scare in the beginning (accompanied by a very loud noise) the game is not scary and is essentially one trope after another with really awful, predictable AI.

Pretty much no. Because consoles are optimized, they may output graphics that nearly match modern gaming computers, but modern CPUs cost less than 300, sometimes 200, and smoke the ones in these consoles. That's before overclocking.
