When the tire is sliding it IS providing traction, just not a controllable traction. The difference in traction between no lock and lock is not as big as say no lock and ice.
Yes, they should change the rules. Once they do that they should also put a canopy over the driver's head. Also instead of using one off prototype cars, they should use stock cars, stock engines even. And race these cars in ovals... yeah, that's it.

Great picture, but this looked staged to me, for some reason... just too perfect a shot for cameras of the time. Probably a huge contraption set on tripod with someone behind a curtain taking the picture at the exact time this guy takes a dive perfectly capturing bike, rider and a wheel, all standing in some fashion.
