Any state that goes 51% for one party or the other would be considered “Purple”, “Battleground”, etc. That’s NOT an “overly predictable win-or-lose bloc”. That’s Ohio, Pennsylvania & Florida. 

If a given state is overwhelmingly for one party or another, then by definition fewer than half of the population of that state is disenfranchised.
