My specific experience was a student trip 20 years ago to London, Paris, and Rome. In each city we stayed at a three-star hotel that was generally quite decent. We were told to bring a shower curtain liner. Each hotel had a bare curtain rod in the bathroom.
Even fairly nice hotels in Europe rarely provide shower curtains. How could American media not know this?
