Neither do I. You can fill equipment with fire proof/resistant hydraulic and lubricating oils. If that grader was specifically brought in for fire fighting, it should have been switched already. But those are all what ifs, so for his situation he probably did the save thing.

Zip tie gun works best, pulls tension on the tie while cutting it. The cut part actually will retract into the head of the tie.
