I think saying it is at best a 3 year old graphics card is exaggerating. You can definitely get a GPU more powerful than the PS4's right now, but you couldn't get one 3 years ago. The PS4 is apparently something like a 7850, which came out last year.

PC graphics and video games graphics are not the same, most game consoles launch with about half the CPU and a 3rd of the ram required to get the same performance on a computer.
