DirectX 11 is a microsoft product, so it is only available on windows platforms. Linux, PS3, PS4 (all others in fact use OpenGL), which is open source.

Well, that was according to IGN. I've just checked the PS4 confirmed titles again and they have removed Dead Rising 3. It did seem strange to me.
