There are panic stop lamps in Europe. If the decel is high enough additional red lamps flash. The US requires brighter stop lamps than Europe so sometimes we have more illuminated bulbs/LEDs than ROW.

Static to kinetic friction is about 20%-40% drop, nowhere near the drop to just rolling resistance. Just because the kinetic friction is less than static friction doesn’t put it anywhere near rolling resistance of a normal tow - that’s like a factor of 10.
