With 4 USB ports, you can charge all of your controllers at once. Or charge two controllers and use your USB keyboard and mouse. Maybe an accessory that interacts with Glass for some added functionality (sold separately because not everyone has Glass). Could be anything. Personally, I wish my PS3 had 4 USB ports.

That's what I 'm trying to say; the assumption on the 5C is that it's just the 5, with a new shell... which makes it just as new as the 5S (it's just an update to an existing product).

Assuming that the speculation is correct; it would be about equally 'new' as the 5S. The 5C has a new exterior and the 5S has a new interior.
