Well, the state law is that it's only illegal to show your junk if you're doing it in a sexual manner (Based off of reading OP's link). What he was doing was, clearly, non-sexual.
The only thing that I can think of is that it was at an international airport. Inside the Concourse, the rules may be a little different.
