Believe the main item for Honda preventing McLaren-Alonso from running their engine was the fact he’s still on Toyota’s payroll. There were other factors, sure, but that was the non-starter with no resolution until the WEC season is over.

The Honda relationship, like all relationships, is due to mistakes on both sides. It’s taken both of them massive (and multiple) changes to seemingly get things on the right track again.

They need to adjust the schedule. Of the five tracks with fewer than 20 overtakes last year, three are in the first six races of the season. Overtaking won’t open back up until France, though at least Canada can be exciting even with fewer overtakes.
