I stumbled across Mr. hb860 a while ago on deviantART, and the guy has the largest collection of Win8 tweaking software I've seen yet.

A new lock screen app setting appears to let Windows 8.1 users choose an app to show alarms. Existing apps do not currently support the feature, but it's believed that third-party app developers will be able to create alarms, as well as notifications, for their applications. meh.
