Uneducated guess is that they couldn’t produce enough cars to supply the entire US (my bet would be on battery supply), so starting in a small number of states might enable them to keep up with demand.

I don’t think there is any law that forbids you buying a car in another state. I’m sure your home state would want taxes from the purchase, though.
