Most plug-ins will burn the gas to prevent it from going stale if it hasn’t been burnt in a while. On my C-Max, if I haven’t burnt a tank of gas in 18 months the vehicle will revert to a standard hybrid mode until the vehicle is down to 1/8 of a tank before allowing EV mode to resume.
The non plug-in version likely has a smaller battery in the range of ~1 kWh while the plug-in probably has about ~7-8 kWh based on the range estimates. There’s a trade-off to be made going to the plug-in, and aside from price it’s probably the loss of cargo space to accommodate the larger battery.
