It depends how the call is blocked. On our Avaya 8700 switch, I can set my outbound Caller Line Identification to whatever I want or block it completely. The later means no CLI goes out over the PRI whatsoever, and the PRI has no CLI per our instructions to Verizon, so there'd be nothing for this app to "unmask".
